Most calls come from the apartment refits inside the old woolstores and from the renovated Queenslanders on Teneriffe Hill. Whatever the address, Teneriffe is where this crew spends most weeks, so the parts stock on the van matches the fixtures we find.

Washers, Valves and Cracked Porcelain
A worn part is a repair; damage to a body is a replacement. That line settles nearly every call we take.
The fault usually hides in one small component, and a fresh part ends it. The usual pattern runs like this:
- A washer tap dripping at the spout is cured by renewing the washer and dressing the seat, which means resurfacing the seat the washer presses against. A mixer dripping at the outlet usually needs its ceramic disc cartridge swapped. While the body stays sound, both are repairs.
- A cistern that refills by itself, weeps at the pan or tops up slowly is generally fixed with a new inlet valve and a new outlet washer.
- A crack in the porcelain of a cistern or pan, or heavy corrosion on a tap body, moves the job to replacement. No washer cures a split.
A fixture needing its third or fourth visit can also cost less over time to renew than to keep patching. We judge that job by job.
Apartment conversions add one wrinkle. Supply lines there run through boxed chases cut into old brick and timber. A badly made joint behind a basin can weep into the floor frame well before a stain appears below, so we chase the source, not just the symptom.

The Water Bill Cost of a Slow Leak
No, the concealed leak adjustment is reserved for leaks nobody can see. Urban Utilities excludes water lost through leaking taps, running toilet cisterns, hot water systems and similar fittings, so the owner wears the loss.
Two more points shape the bill:
- A single slow drip shifts thousands of litres over the months. A cistern quietly topping itself up wastes more than most taps.
- The mains and the water meter belong to Urban Utilities. The pipes and fittings between the meter and your basin belong to the owner.
That makes a running cistern worth fixing early, whether the bill lands on you or travels through your agent.

Unregulated, Minor and Notifiable Plumbing Work
Only the QBCC's short unregulated list sits outside licensing, and anyone capable may do just those small jobs. The list covers a tap's jumper valve and washer. It also covers a cistern's drop-valve and float-valve washers, along with the little rubber suction cup inside.
The finished job still has to reach the standard the plumbing codes set. Everything else in taps and toilets sorts two ways:
Minor work
repairs and like-for-like swaps of tap and toilet fittings. A QBCC licensee carries them out, and neither a permit nor a Form 4 applies.
Notifiable work
a fixture appearing for the first time, or an existing one shifting somewhere new. Council approval is not needed. The plumber lodges Form 4 paperwork with the QBCC no later than 10 business days after completion.
A whole new tap on the wall is licensed work. The QBCC's own guide names that exact job as one an owner cannot do unlicensed. Fitting a brand-new toilet goes further still, because the paperwork follows it.

Water Efficiency Rules for Taps and Toilets
WELS (Water Efficiency Labelling and Standards) is the national scheme that registers tap and toilet products. Each product carries a star rating and a water use figure on the label. Taps, toilets and cisterns also carry WaterMark certification, and WaterMark makes a product legal for a licensed plumber to install.
For landlords the numbers count, because Queensland tenancy rules set flow caps before an owner can bill a tenant for all water:
- Indoor cold taps over a basin, kitchen sink or laundry trough, single mixers included, are capped at 9 litres per minute.
- A dual flush cistern is capped at 6.5 litres on the full flush and 3.5 litres on the half, with the average flush at 4 litres or under.
- Bath taps, garden taps and the outlets feeding washing machines and dishwashers fall outside the cap.
Brand-new houses, townhouses and sole-occupancy units carry their own minimums: a dual flush suite rated at least 4 stars, with every tap fitting and showerhead at 3 stars or better. Renovations are exempt, so a replacement cistern in a Florence Street apartment just needs certified, registered products.

The Tap and Toilet Jobs on Our Run
Four of our pages take these jobs in detail:
- Tap repairs for dripping spouts, stiff handles and worn cartridges.
- Toilet repairs for cisterns that run, weep or refuse to flush.
- Tap replacement when a body or a finish has had enough.
- Why your toilet keeps running, a short guide to the usual culprits.
A blocked loo is drain work rather than fixture work, so that job lives on our blocked drains page.

Questions About Taps and Toilets
Call (07) 3524 0766Is a dripping tap or a toilet that keeps running an emergency?
No, both are booked jobs, though each wastes water until it is fixed. Water that will not stop is different: shut the isolation valve or the tap at the meter, then read our emergency plumber page.
Do I need a licensed plumber to swap a tap in Teneriffe?
Yes, a full tap swap sits inside the licensed category, past the small washers and rubbers the QBCC allows an owner to handle. Fitting a brand-new toilet goes further again, as notifiable work reported to the QBCC on a Form 4.
What do the stars on a WELS label mean?
The stars grade a product's water efficiency, and the label spells out its water use in litres per minute or per flush. Registration in that scheme plus WaterMark certification is what lets us install the product legally.
Who fixes taps and toilets in a Teneriffe rental?
Queensland tenancy law puts upkeep on the owner or manager, and the tenant reports faults promptly. A blocked or broken toilet sits on the emergency repair list, so we treat that one as urgent.
Who owns the pipe to my tap, me or Urban Utilities?
Urban Utilities looks after the street mains and everything up to your water meter. Every pipe and fitting from the meter to your taps belongs to you as the property owner.
